Emblem for Cologne, pressrelease of 11.04.2003:

The municipal polite importance of the city hall is to be seen even more clearly for the citizen. After completion of the reconstruction of the Spanish building, the coat of arms of the city of Cologne will give a clear "clue" to the function of the buildings, both in the Council Hall and on the façade of the Historic Town Hall. The Cologne artist Dierk Osterloh won the competition for the design of the coat of arms at the end of March 2003. The Fractions in the Cologne Council had long wanted the Stadtwappen, in 2000 the FDP made a corresponding request. In January 2003, Lord Mayor Fritz Schramma, therefore, ordered the design contest among artists, artisans and specialist companies. Dr. Ulrich Krings, the city conservator, formulated the content and formal requirements. He asked participants in the competition to submit drafts for the Cologne coat of arms, both with and without a double eagle. The material was metal. The costs of the coat of arms will be covered by the Lord Mayor with the help of donations. The Chairman of the Culture Committee, Franz Josef Knieps, President of the Chamber of Crafts, made a start. He asked the guests of the celebration for his 60th birthday gifts instead of donations to finance the Cologne "Hoheitszeichen". The twelve-man jury, chaired by Lord Mayor Fritz Schramma, presented six drafts, which had been received in time for the final decision. The panel had previously decided that both the facade of the historic town hall and the council chamber should hang the Cologne coat of arms with the double eagle. In addition, there was consensus that the same design is being carried out at both locations. The jury's decision fell unanimously to Dierk Osterloh's proposal. Office of the Lord Mayor
